We at the Montgomery County Domestic Relations Section look forward to the PACSES Portal as a way to enhance our child support services to you.
We will continue to operate our Montgomery County Domestic Relations Website you are on it now! as a way to provide the public with information which is specific to our office. This includes our online "Contact Us" e-mail form, guideline information, forms (such as Petition to Modify, etc), instructions, information on local procedures, "Most Wanted" bench warrant information and photos, and much more.
However, the PACSES Portal also offers unique website functionality which we cannot. That includes the ability to view information about your support case, as well as the ability to change your address on-line. To learn more about the PACSES Portal, read on!
(The information below was condensed from documentation received from the PACSES Project on 6/4/2002.)
The Pennsylvania Department of Public Welfare (DPW), which oversees the PACSES project and the Commonwealth's child support program, expressed interest in providing e-government services directly to the "end customers" of Pennsylvania’s sponsored programs, early in 2001. As a result, a child support portal (a special, interactive web site, which can give and receive information) - the "PACSES Portal" was developed. The PACSES Portal is scheduled to "Go-Live" on June 14, 2002.
The new child support web site is the PACSES Portal - (www.childsupport.state.pa.us). The URL adheres to the standard .state.pa.us format for all Commonwealth sites. The goal is to have the new state web site replace the SCDU website.
For distinction, the terms SCDU web site and Portal will be used.
Although the scope of information provided through the Portal to customers and business partners will expand in the future, this initial implementation focuses of four distinct user groups.
1. Significant Child Support information is being made available to the general public. (Note that this includes the lien information now available on the SCDU web site). The Locate Domestic Relations Office" link under "Public Information" provides detailed information for each DRS.
2. Specific case and collection information to plaintiffs, with the ability to provide updates to some basic demographic information.
3. Specific case and payment information to defendants, with the ability to provide updates to some basic demographic information.
4. Information to employers for defendants that are wage attached, and the opportunity for the employers to provide updated information to PACSES.
A significant milestone - Although clients are provided information directly from DRSs (letters, office visits, and phone calls), from the SCDU web site, and through the AVR, the significant new customer service opportunity is for clients and employers to provide information through the Portal to PACSES, and to the DRSs.
1. The Portal users – Plaintiffs, defendants and employers will only be able to access their specific case(s) through the use of a secure signon and password. Users must complete a registration process to obtain a password. After the user successfully registers and creates a permanent password, they gain access to their specific data. If users experience problems with any portion of the Portal, they are instructed to use the problem reporting feature for resolution.
2. PACSES user support responsibilities – The "contact us" page is structured so that users can help us quickly rout the issue to the appropriate staff for resolution. Password issues will be resolved by the PACSES web master. Case information display issues will be researched and resolved by the PACSES support staff. The PACSES "Employer Maintenance Unite" (EMU) will manage all contacts and resolve all issues with employers.
1. Step 1 – On June the 12th, registration to the SCDU web site will be disabled. The approximate 11,000 user of that site will have their registration transferred to the Portal on June 13th, and on June 14th the Portal will "go live".
For one year, any user entering the URL of the SCDU site (http://pachildsupport.com) will be redirected by that site to the Portal (www.childsupport.state.pa.us).
2. Step 2 – Portal flyers to hand out to Plaintiffs and defendants at the DRSs will be printed at SCDU and delivered to the DRSs by June 20th to give out to clients as the first advertisement step.
3. Step 3 – Approximately July 1st, the 11,000 SCDU web site registered users will be mailed Portal flyers using specific case numbers and addresses to plaintiffs and defendants. Employer specific Portal flyers will be mailed to currently registered employers.
4. Step 4 – In August, checks, coupons and an added script to the AVRs will advertise the Portal as an additional way for customers to get to their child support case and payment information. Also during that timeframe, all current State/DPW/OIM web sites that display the "SCDU web URL" will change the URL link to the Portal.
5. Step 5 – In late August a larger mailing advertising the Portal will occur.
